From what I see on the photos your box has a mechanical gear selector, no electrical quadrant. Also the throttle control cable from the box is a very delicate adjustment, I wonder how you will connect it to the engine throttle mechanism. Ice Water Evaporator for Excel A/C
My 85MY Excel has no aircon. I only use the car periodically on short trips so I am considering using an ice water evaporator
as the installation is minimal, can be removed for winter, and does not eat Horsepower.

Monday huf!!! The photograph shows torquing a steering box (not rack) but the principle is the same. I do not have the required torque for the Excel, the spring balance should give a constant reading as the pinion is rotated. The preload is measured on the pinion shaft, pulley and loaded piece of string. To tighten the threaded cup needs very little torque, almost a finger job. Why the two tanks? Why not one with a pressure relief valve and as large as the two and avoid a cloggable transfer pipe?
After all the tank is not a swirl tank, it does not have a constant flow through it?

Sludge in the reservoir suggests radiator full flushing.
Merlin Motorsports have a good range of Radiator fans and auxilliaries.
While at it, how about removing and checking the coolant pump, check the head for a smooth water passage.
