Sounds like the arm is on the wrong position on the splines (180 degs out). Should be about 1oclock when looking inboard when switch is in the up position.

Got one off ebay for £20 last week. Used on a number of Toyotas. They know how to charge when they send you the wrong one too. Don't know if it's the same on later models but this is correct for my 86.

Update for reference as I have just done mine. Yes they can be done without bumper removal. Accessed from underneath not the headlight pod. The great piston ring drought continues . All bar one of the suppliers suggested have no stock and the one that does has decided to price accordingly. Car on ground, in gear with handbrake on. Breaker bar from above, sharp tugs to shock it free worked for mine. As mentioned above getting the pulley off may well take plenty of effort too.

I tried again with the JB weld, this time put a fair bit more on to start with and waited longer to ensure it had fully cured. After that re-profiled it with a needle file and it seems to work. Now I know what the warning signs are I will keep my eye on it. I am also looking at installing a solenoid...
