Shorting the wires is same as making the switch. The circuit works by grounding the supply to put the light on. As mentioned go to low level fluid switch next disconnect that and both earth paths are removed. Light should be out. If on you have a parallel path to earth. Thanks buddy i have no idea ...

If you look at the wiring diagram you'll see that the same circuit is activated by the brake fluid level sensor as well - check that part of the circuit next.
