I read it that as it stands he wants the reserve/ but it now price of £7

He's very open in the description and sounds to me he's not at all bothered about selling as is. Certainly £7k is pushing it IMO.
That said, if he pays to have ANY of the work done, he won't recover the cost in a higher sales price.
