Yes, an "avoid ULEZ" would be a handy sat-nav option, but probably of limited use - only helpful if your journey starts outside ULEZ, finishes outside ULEZ, but a potentially viable route dips in and out of ULEZ on the way.

The Waze navigation app will alert you if your route will go through ULEZ, and if available, will give you alternative routes.
I think you can do something similar in Google maps.

Don't take them all as gospel though and do a recce on your route - as I think that a new camera has been installed on one of my possible routes. Will have to double check though.
