Rear seat back won't fold forwards

Hi,
My Excel has given me a new challenge. The passenger side rear seat back no longer folds forward. The lever seems jammed and won't lift up even when significant effort is applied.
Is this a common problem?
Can anyone explain the root cause and suggest the best way to fix?

Do the rear seats fold down?
Learned something today, what's the use?

Yes I did a double- take as well. Of course he means passenger seat back (squab?)

Shouldn't be too hard to dismantle and see what's come adrift

I'd start by having a look in the Technical Articles section at the thread on seat refurbishment - that gives a guide to removing and stripping down the seat (although not the repair of the recliner itself).
