The push in otter switch is very simmilar and may be the same as the one used in late MGBs. They also tend to add cable ties to stop it popping out.

I agree with bridging the terminals on the otter as being the first test. You can further test the otter by using a cooker, a pan with some water in it, a jam thermometer and a multi meter. This will enable you to identify the water temp at which it switches the fans on and the slightly lower temp at which they switch off again.
