Snap!. Mine's gone back to 2 speed as well. To access the block you're talking about take the panel out from rear of glove box (four self tappers) and you'll see it. It's the one that's held in with a self tapper. You can pull it apart to check the contacts. If you're lucky that will fix your problem. It's a rare Toyota design fault, those tiny terminals carry way too much current and overheat. It's all Toyota gear so you'll need to find a Corolla or Celica from that era (early '80s) that has the same style of heater blower. The whole blower assembly can be taken off a Toyota pretty easily, wring and all. No such luck with the Excel! It's tighter than a fish's proverbial in there. I by-passed the block by soldering the wires but I'm going in again next weekend to bring it back to original (ie block). Will post some pics of the job.

Okay just to correct previous part numbers for heater motor rheostat provided by me (which were wrong). There's TWO types of heater fan rheostats.

The one fitted to later excels looks like this:

The instructions by Steve C for how to fit on previous page were correct, it sits way up high behind the blower motor, held in by one philips head screw, you need to remove the wiring connector first by pressing in the tab...all very fiddly and done by feel, reaching up from the floor behind the dash but possible. You need a right angle screwdriver, one of those cheap cranked things.

It's easy to damage the new rheostat as it goes in....gently does it.

I sourced mine from wrecker, it's common to many mid '80s Toyotas, and much easier to get out of the Toyota than it is to get it out or in to the Excel. Clearly the people at Hethel built the car around this part!

Just took out the blower motor and removed 22 years of leaves and crap.....and the motor was filthy inside...all okay now working on all speeds and somewhat quieter. But what a BUGGER of a job it is to get that motor out and back in....being triple jointed helps.
