They should be Allen bolts but mine had been replaced with normal bolts. They are hidden by the pump. You will need to remove the 2 bolts you have already found and push the pump backwards to see them. Should be able to see them from the drivers wheel arch low down as they go in at an upwards angle. A right pain to get to.

Unfortunately the bolts that fix the power steering pump bracket to the engine tend to shear off. Difficult to see without removing the pump etc.

Thanks for the advice and pointing me in the right direction guys. One of the bolts was missing which connects the bracket to the water pump. fortunately it had fell out completely and not sheered off. they are definately a pain to get to, but hopefully the problem is sorted now i've replaced the missing bolt.
