washers and wipers

Hi bought my excel last year,never had the washers and wipers working the guy i bought it off said hed tried the wipers when they were frozen and they stopped working ? fuse seems ok but why would washers stop working as well , any ideas?

Did you test the fuse or just eyeball it, wash & wipe share a fuse. I'd try swapping it before looking elsewhere for the problem.
