technically, it can vary depending on brand of tyre, size and compound but this thread shows 215 50 15 NCTs requiring 24psi.

Some tyre manufacturers will calculate the required pressure for you if you tell them the weight of the car and the weight distribution ratio.

i ran mine with correct sized tyres (Toyo R888's) at 23 psi all round, 19psi for track days.
remember with 50% full fuel tank the excel is almost a perfect 50/50 weight distribution.
