Have you checked the obvious fuses?
On my 1989 model the horn is fuse 16, Fogs are 19 (front) and 20 (rear), panel lights are 9.
Next thing to look at is the earth connection on the pedal box - the dashboard and controls all earth here, to a stud above the clutch pedal. Make sure all is clean and tight and no wires are hanging loose. There should also be an earth strap from the lower column to the chassis, i think its low down in the engine bay? Check that too.

The fuses seemed fine, but I will check again.
Cheers for the other tips too. As soon as it stops snowing I will check some of them...

A good idea to check/replace the suspect fuses as I have just had a similar problem with my bus, (Iveco) lost instruments display, tacho, speed limiter, radio, dvd player screen, and power door operation on dash switch. I checked the fuses and all looked ok so booked in to Iveco this morning and after a thorough check by the garage it was ................one 5amp fuse which looked ok. To think a single 5amp fuse has control of all those items baffles me. Even the electrician guy said that they can appear good when blown. So a 24p fuse cost me a 50mile round trip plus £40 labour Plus Vat. 
I used to be indecisive..........

Check all the connectors around the fuse box and if possible the actual contacts for the fuses, any kind of corrosion or tarnish can be enough to goose things. Try not to short stuff out while cleaning.
Could also be a multipin plug gone bad somewhere.....

Dash lights - check the rheostat
Fogs - ISTR they only come on with dipped headlamps, just sayin'
Horn - compressor has been known to seize or for hoses to come off. It's in the nearside (UK) headlamp pod and held in by a single bolt which can be accessed through the wheelarch.

Front fogs can come on with side lights (dim/dip).
Rear fogs will not come on with sidelights.

The requirement to check in the MOT test for rear fogs is with dipped beam headlights on, that's not to say they cannot operate with side lights on / ignition on, but they should only test that the rear fogs can be switched on when dipped are in use, then only for vehicles 1980 April fools day onwards.
I don't think fronts are tested, probably because they are "optional".

For a variety of reasons only goit around to checking the Excel yesterday. All fuses are intact. Next thing to check is the connections and contacts etc.
I think the rheostat on the dash is the problem there as somebody suggested.
I am thinking of taking a deep breath and getting the old girl done up properly and include some mild updates. I still love the the thing but I am struggling to keep on top of it and find the time to look after her the way she deserves.

Of course, LotusBits is not too far from you and from my experience they have a lot of knowledge and would certainly take a look.
I suspect, like a few of us on the forum, you'll find they have a lot of goodies to offer that will persuade you to '... get the old girl done up properly'.
